ADSL modem

I have a virtually new adsl/modem/router and I have recently gone up  
to 1.5 MB download speed but I get 0.7 to1.1MB  :-(       Westnet  
have asked me to borrow someone's Modem/router to eliminate this as a  
source of the problem and I wonder if someone could lend me one?

i understand this takes about 5 or 10 mins to test and can be at any  
time in the 24 hours both for westnet and myself.:-0
