In theory you should receive about 6.95 as an acceptable download speed. 'Teh' number accepted is to divide the connection rate, in this 64 by 9.2 which gives you a fairly accurate guess on what speed you should be receiving.
EG: 512 / 9.2 = 55 which is what most people get on a 512 connection! Hope that makes sense and answers your question!
