Broadband speed

To WAMUGGERS,
Could any one please inform me on what would be considered the lowest  
download speed that enables the watching of say the Apple video/audio  
of the Leopold advert.
It seems our Federal Minister of Technology thinks anything other  
than dial-up is broadband.
