Hi Rob,
The default nav-bar in iWeb is created with javascript. Have you got
javascript turned off in IE?
Check in Internet Explorer Properties.

your own text based navbar <http://web.me.com/toad.hall/Test_Site/Text_Navbar.html

The navbar that is generated by iWeb is all javascript based and the
IE browsers are not that java savvy. Hence the text based navbar.
