Hello Merv,
I've been doing this for years and never had a problem using
PayPal.
To send a payment in another currency, follow these steps:
1. Log in to your account at https://www.paypal.com/.
2. Go to the Send Money tab.
3. Enter the payment details.
4. Select the currency you want to use to fund your payment by
clicking the currently link next to the Amount box.
5. Click Send Money.
Your seller will receive an email letting them know the amount
and currency of your payment.

Thanks Ronni. In a call to PayPal I was advised that the seller
must register with PayPal (they are not with PayPal), and I cannot
do a payment from my PayPal bank account to another bank account.
Well, that is my understanding of the telephone conversation.
So, off to my bank to use their procedures.
