I have never experienced this.
The only other thing I can think for you to check is in Mail - under
Format > Style ---- Styles - click Favorite Styles,
do you have Default "Left aligned, Spacing 1.0x"?
Definitely sounds like something wrong in your User Account settings.
You don't experience double line spacing in any other Apple
Application, TextEdit for example, do you?

Thanks Ronni , but no !
I have compared all Mail preferences with Mail on another Mac
and they are identical ! The other is AOK this one faulty .
Also as I said , I strated another User and it was OK , preferences
also identical .
I must have a damaged file somewhere in the specific USER .
I am going to look at hidden files for a possible culprit .

That is apart from deleting that user and creating a new User
