Having trouble interpreting this description. Do you mean there is a dark stripe that covers all windows and the menubar, or that it floats between the desktop icons and applications, or that it is actually the desktop background that's affected? Is it similar in appearance to the Dock or is it quite different? Try going into System Preferences > Accounts > Login Items and remove anything that shouldn't be there, then try logging out or restarting. Does that make a difference?
