This is one of the most annoying problems I also had to deal with. I ended up taking my mouse apart and clean it out properly. It's a little tricky to re-assemble, especially to get the 4 rollers to align with the scroller ball.

Compared to most other modern mice which have screws, Apple insists on glueing things and making it harder to fix. I guess they have fixed this in their latest incarnation, but that model comes in wireless only and it not really cheap either. I suggestion the cleaning option first, but in my case that didn't work as the roller were covered in fluff and didn't get any traction against the scroller ball.
