Apple has published two documents that are relevant - the first is Troubleshooting and the second document is Final Cut Express HD - How to Uninstall.
Read both. Then completely uninstall the app.

It's important that you remove the /Library/Application Support/ ProApps/Final Cut Express System ID file - it contains your serial number.
Then restart your Mac.
Then reinstall FCE in an administrator account.
Run FCE at least once before you do anything else, including updating it to v4.0.1

My version of Final Cut Express is v4.0.1. Version 4.0.1 was released around 2 years ago?

I have cancelled my renewal subscription to Version Tracker Pro this year. I have found over the years it was inaccurate with versions of my Applications.
