• organise free web hosting at <http://www.freeservers.com/>. You get fairly 
reasonable ads added to your site, and there is a page size limit, but it's 
free.
* develop your site locally with iWeb
• upload with their uploader. Bit of a learning curve, but works well

Total cost = $0 pa.
