Here's my anecdote for you consideration. I'm not sure if any conclusion can be 
drawn from it but it could indicate some sort of slowdown in the Find My iPhone 
service. I have 6 iCloud devices in the house and had previously set up all of 
them with location services and Find My iPhone. The devices include an iPhone 
3gs, a MacBook Pro, 2 iPads, and an Apple Server. On all previous occasions 
when I checked on the devices, provided that the device was switched on it 
would promptly report its location. This included computer devices that can 
only determine their location using wifi. Find My iPhone would eerily place all 
the device on the map at my current address and would send them a text message 
and a chime on demand.

Reading about your plight I though I would just verify that all the devices 
were locatable. On starting up the iCloud website none of the devices was 
showing locatable. Just to verify I sent each of them a message. The message 
was queued and marked as pending but not sent. To try and get thing moving I 
opened up the iCloud page on each and double checked the iCloud Apple ID and 
pressed OK on the account name and password, without actually changing 
anything. As I write this three of the devices have since received the message 
and are displayed as located on the iCloud web site. A fourth device (an iPad) 
received its message but is still displayed on the iCloud website as having its 
location service off even thought the device shows its location service as on 
in its settings tab.

So things do not seem quite as responsive as normal and my configuration has 
not changed other then applying the regular updates to the OS of each. As I 
say, not a scientific or exhaustive study, but something to consider.
