Hi Bill, Mavericks is up to version 10.9.3 now. Have you checked that Logitech have updated drivers for Mavericks for your model mouse? Normally third-party software/add-ons etc need to be updated or they can cause issues.
I would suggest you download & install OS X Mavericks 10.9.3 Update (Combo) <http://support.apple.com/kb/DL1746> Do the normal preparation first: Repair Permissions - BackUp - Install the Combo - Repair Permissions after installation completes. You could also Go to System Preferences - Accessibility and for the mouse options or Trackpad options and set "scrolling with inertia".
