The non technical answer is that parents need to be in this together, not
flinging accusations around. No wonder children learn to behave badly. Those
making the accusations may very well find their own child has not been an angel
either now or in the future and they need to support your step daughter in her
quest to address this issue in a sensible and moderate way.

I suggest your step daughter explains that she is very willing to address the
issue, but cannot actually see the messages, and ask the other parents to help
her out and show her.

Alternatively, she could ignore the actual content of the messaging, which in
some ways might be best, and have an adult to child talk about the importance
of not sending this stuff. Plus set reasonable consequences that are
consistent, implemented and suit the situation. ie. not too harsh, nor too
weak. It IS something that needs to be addressed.

Girls really suffer from girl on girl bullying, and this is just one way it
happens. It's nasty, underhand and hard to help them cope with. Especially when
the Mum's behave just as badly they set dreadful examples. Your stepdaughter
sounds like she is trying to do the right thing, good on her.
