Pretty much any software which will allow you to manipulate images will let you do this. In the absence of anything else, you can use the markup tools in Preview, but there are much easier choices. One of the better free choices out there is Seashore http://seashore.sourceforge.net/The_Seashore_Project/About.html It is based on the technology of GIMP <http://gimp-print.sourceforge.net> (also free), but without the intimidating complexity that GIMP provides. But really, you probably already have the answer somewhere in your Applications Folder.
