As far as I’m aware Apple dropped support for fax modems in Sierra.

You could try ZOOM supports perhaps?

Or - There is a way but you will not like it.

1. Download Virtual Box (free) or Purchase VMWare Fusion (preferred) or 
Parallels and install.

2. Obtain a legal version of Windows 10 or Windows 7 and install with above. It 
still supports Faxing

3. Download & install the proper Windows driver for your fax modem from the 
manufactures website while in Windows.

4. Restart Windows.

5. Configure your fax modem for Windows in your virtual software prefs.

6. Go to Run; Type WFS and Enter. 

7. Configure WFS for your fax modem which should now be recognized.

8. Install a Coversheet if you wish.

Now you are configured to send faxes from Windows on your Mac.

I did mention “You will NOT like the above suggestion” ;-))
