Unfortunately yes, you will find those models quite slow now. It’s an iPad 2, 
which is no longer supported by Apple.
So they are starting to get a bit “long in the tooth” unfortunately. 
(Considering they were introduced in March 2011 and discontinued in March 2012.
So over 7-8 years old depending when purchased.

Sometimes as a last resort they can be reset back to factory settings and set 
up from scratch. This removes some of the “rubbish” that can be floating around 
behind the scenes.
But you’d want to ensure that you have everything backed up well and happy to 
“start from fresh” to set it up again.
Otherwise probably time to look for a newer second hand one, or a new one.
