Currently at the F1 at the Red Bull Ring, Austria 

As others have said, you can download large chunks of google maps to use off 
line. The routing works still, but of course you don’t get the up to date 
traffic info. 

To force Google Maps to use the off line saved version and not access 4g data 
whilst not activating Airline mode, you’ll need to go into Mobile data settings 
and turn off Google Maps access to mobile data. 

This has worked okay for me in Italy and Ireland. The routing kept putting me 
down tiny lanes which were fun for a while, but wore thin like the paint on the 
side of the van we’d hired  rubbing on the hedges. Better settings like 
allowing highways would have addressed this. 

I purchased an Italian SIM from Vodafone in Verona. €50 for two months of 25Gb 
per month across Europe. Unfortunately due to the rules about not downloading 
the Vodafone Italy app from the Australian Apple store, I’m not able to check 
my access and roaming data
