Does a regular text message deliver with "Blue" text box and Delivery confirmation to the same recipient? Is the video file larger than 5MB - this is the limit for an iMessage video file where some of the other apps have larger file size limits. Try sending a small video (5 second clip say) or try sending to a family member in the same room as you.
Perhaps you could cycle to OFF the Settings>Messages>iMessage button, wait a moment and then cycle back ON and retry.
