So many questions:

Do the drives show up on the desktop?

What software are you using to format the drives?

   What brand are the drives?

How are the drives formatted already? DOS? NTFS?

Are they physical drives (ie spinning discs) or SSD?

Unless things have changed recently, it has always been the case that
Mac OS can read and write DOS formatted drives, but can only read NTFS.
NTFS drives need to be completely re-formatted, and Mac’s built-in Disk
Utility usually handles this with ease. It could be something like this
which is part of the problem.
