That would be good for starters! War is not "clean" -- it's messy,
bloody, horrific ... so brutal, so terrible that no sane man would
want to be a part of it. Right now, it's a spectator sport. Something
you watch on TV. They tell you so-and-so was bombed, then you
see a couple of pics of buildings destroyed, maybe a few people
in a hospital -- it's impossible to tell if you're looking at casualities
of war, survivors of an earthquake or victims of last night's soccer
match. 
 

     Have a ritual combat to decide the issues? Satisfy the 'bloodlust'
 while at the same time reducing the incidental loss of life to civilian
 bystanders :)

Ritual combat like jousting? ... hmmmm ... nah! Sports are bloody
enough as it is without introducing lethal weapons!


     In the wars of today, there is no 'clear' victor... that's one of the
 reasons for the continuation of old grudges, the "leaders" don't get into
 it and both sides can claim victory since neither side inflicts significant
 damage on the "leaders" abilities to function...

    Why not make it a requirement for any future wars that they exile the
 leadership of the loser's side of the wars?  A little island where no one
 would know to look for them? and where they couldn't cause any more 
 trouble :) >>

I wish! But laws (rules, requirements, etc.) don't apply to criminals 
anymore than they apply to wars ... Sounds good in theory -- 
never works in practice! :)
