Update our SQLite copy from 3.5.9 to 3.6.2
* 3.6.0 introduced an interface change to the VFS layer
* Updated physfs_vfs.c for the interface change in 3.6.0, breaking
compatibility with SQLite < 3.6.0
* Change the configure script to require sqlite3 >= 3.6
