Details:
Using attached savegame you can observe that:
1. AI is actually cheating by building two radar towers without building
research center first. I never seen it here building research center at all.
2. AI's behaviour is actually game speed dependent: if you accelerate game
speed then AI builds research center and cyborg factory first and only after
that it builds radar towers and flamer bunker.
3. AI is incredibly dumb in these particular circumstances.
So, be patient and don't try to accelerate game speed in order to see this
bug, it will only take couple of minutes.
