In the same way we do not really "need" any of the stuff in m4/. The reason it is there, is because every now and then, people do not have the right m4 scripts installed, and we get bug reports. So better to put it there. If they have a more recent version of the m4 script installed on their system, aclocal will use that instead.
And I think GETTEXT_VERSION is only interesting to autopoint, but I may be wrong about this. (This info is from the manual, too.)
I would think the gettext version is interesting in any case, but since we would be using only very basic gettext functionality in the beginning, we can at least set this very low.
For me, po files are never automatically updated... I wonder what you mean.
