Details:

This patch changes all GL_CLAMPs to GL_CLAMP_TO_EDGE (not all are strictly
necessary, but I don't think it hurts either, because those are just for
backdrops etc.), and limits the used mipmap levels to 4 (via
glTexParameteri(GL_TEXTURE_2D, GL_TEXTURE_MAX_LOD, 3) - this is currently
done unconditionally, I don't think it matters for models, but I can also put
it before terrain rendering and reset after, if desired). Additionally, I
changed the texture filtering to trilinear (this was inconsistent before -
pie_AddBMPtoTexPages used bilinear, pie_ChangeTexPage trilinear filtering).

Also attached are remade terrain tiles from the original images, with
additional colour pixels even where alpha is 1. I added an alpha value to the
water tile, so now water is translucent. Due to the tiles not being blurred,
the files are a good bit smaller than before (4 vs. 8.5 MB all together).
