Details:
As noted this fixes the intel & design screens so you don't have the
flickering radar, nor other mission widgets shown.
Also added a 3dfx only effect that I found. (not really a big deal, but it
kinda looks better)
This is SP only!
hci.c is almost as bad as game.c! :S
