Details:

In beta1, corruption in the buildlimits code caused the Demolish ability to
cease functioning (or so I recall hearing).  In beta2, the Demolish ability
holds out just fine, even with buildlimits altered.  However, the buildlimits
themselves are not being enforced.

For instance:

I set max VTOL factories to 0.  I can still build VTOL factories and the AI
will begin swarming me with VTOLs around the 20-30 min mark.  I can also
scout the AI base and I do find VTOL factories in them, even with them
limited to none.  Were buildlimits removed as a workaround to stack
corruption, or is this a completely new problem?
