Details:
research topics get researched automaticaly , without you assigning it to
research facilities.
i found it while I looked at research topics and saw heavy cannon topic
available ,then something distracted me and I went doing something else ,when
I looked back the heavy cannon hardpoint topic appeared and i was able to
design heavy cannon tanks.
