Hello,
not sure what kind of problem this is or how to fix it, but when you start a 1
v.s. 7 or 1 v.s. 3 game with locked teams, the computer will generally build
a base in only a single location. The individual starting positions are
mostly empty (maybe a single power plant) and sometimes oil wells don't even
have a oil rig built on them.
I can also submit a bug report if that would be more useful.
