#45: Cleans up utf.[ch]

This patch does some initial clean-up for utf.[ch], namely by improving
the public-API:
* Function prototypes are now EvilGuru approved, CamelCased and C-like
(as opposed to C++).
* All required functions as needed by betawidget are provided, no more,
no less.
* Several unnecessary functions are moved into utf.c.
Further clean-up is needed (making some functions static, removing those
which are not needed/used at all).
