#47: chat is on after loading a savegame

When loading a savegame during campain, the chat (or what this bar on the
bottom means) is activated, which results in shortcuts not recognized by
the game without having pressed "ESC" before.
Tested yesterday with a fresh compile, using the beta-4-sources.
