#51: Add anchor tracking support to betawidget

Currently the window anchoring function only supports static, one-off,
anchors. This means that if the anchor window moves or is resized that the
window anchored to it will not move with it.
This patch makes it possible to keep anchored window in-sync with the
anchor, so if it is moved or resized the anchored window will move along
with it.
However, I am not totally happy with the implementation and so am posting
it here for review and comment.
