#58: anonymous seems to have too many Trac permissions

The anonymous user seems to have too many Trac permissions, i.e. he can
reassign bugs, close them, remove CCs, change all kinds of properties,
etc.
I think he should not be able to do that... (If that is possible with Trac
0.11.)
