 I've been meaning to change the LasSat for a while.

 Here are two changes. One of them changes the hardcoded LasSat delay from
 8 seconds to 4 seconds. The code mentions it's hardcoded to 8 seconds
 because the "Incoming Laser Satellite strike" message is 8 seconds. But
 it's actually 3 seconds. There's really no reason to make the player wait
 another 5 seconds, considering it's insignificant compared to the 8 minute
 reload time. All it does is frustrate the player (even moreso if the
 player has sound off).

 The second change is to adjust the accuracy up to 100%. I figure if the
 player is going to be waiting 8 minutes, having it miss is going to be
 frustrating. It also doesn't make sense physically. A huge beam of energy
 engulfs a building, yet it takes zero damage?

 Notice that this does not fix the "laser satellite does not damage droids"
 bug, which I haven't been able to track down yet.
