#92: Repair facility does not repair

I run into a situation where a repair facility does not repair anymore.
I will attach a savegame where I selected all units and then set "Retreat
at Medium Damage". One damaged unit retreated, arrived at the repair
facility but nothing happens. It is just standing there, smoking. Even
when I select the unit and explicitly select "Return For Repair" nothing
happens.
Only after moving all units (including the damaged one) and selecting
again "Retreat at Medium Damage" the repair facility springs back to life.
This kills much of the fun in the game because I do not want to check
constantly if the repair facility is working or not...
