#1007: Factories stop when unit in Design menu is clicked

I was playing campaign mode and I like to check on my units in the design
screen every time I get an upgrade. One example is when I research mortar
upgrades.
Every time I click on my mortar unit in the design screen, my factories
cancel those particular units.
The mortar units should only be taken off the list if I change the design,
not when I click on them to see what my upgrades did.
There is no stderr file, crash, or any indication that a glitch happened.
