#1397: Using custom tilesets in a map in the Maps folder causes global texture
replacement

 Berg and I were testing out his new map with a custom tile in it. After I
 had sucessfully downloaded the map, and it seemed to work fine, going into
 a map on Skirmish/Multiplayer (even Singleplayer) causes said new texture
 to replace the default texture.

 Screenshot 1 shows the custom map and it's tile. Screenshot 2 is the
 effect of said tile on Sk-HighGround. The .wz file attached is the
 offending map file - place in the Warzone 2100 Maps folder (default for
 Vista/7: Documents/Warzone 2100 2.3/Maps).

 I believe this is caused by all the maps having ALL the content inside
 loaded at launch time - textures and all - after the default textures and
 such are loaded in, therefore overwriting the original texture.
 Suggested fix: Only load in the map data on startup, and don't load in
 custom texpages until runtime. Also opens the possibility of including
 custom textures with maps.
