when a research upgrade completes, the progress of all reasearch you are
doing jumps up. research upgrades should be for speed of research without
a sudden boost.
weapon reloads have the same effect. when the units damage hits a
threshold, the current reload jumps down, instead of just slowing.
maybe this was intentional but it seems like a bug to me.
