As I do not have access to upload anything to the gna site, (and from reading 
their docs setting up to do so seem like it would be a pain) I would definitely 
vote for putting dev packages elsewhere.
Given the options that Zarel presented I would vote for putting them on SF if 
for no other reason then the other options would generally mean more work for 
someone (I am a huge fan of less work).
