#1588: VTOL sensors call in artillery emplacements

VTOL strike towers and VTOL strike turrets, in addition to calling in
attacks by attached VTOLS, will also call in attacks by artillery
emplacements. This was noted while playing the single player campaign.
In the attached game, there is a truck and a VTOL sensor turret near a
couple of enemy sensor towers in the remnants of a base. If either a
strike tower is built, or the sensor is moved up to spot the enemy towers,
long range artillery fire will almost immediately destroy them.
