#1658: Empty Slot while hosting in Lobby

since beta11a i see often open slots while hosting as you can see in the
attached screenshot.[[BR]]
To reproduce that please open a host and join with a second warzone
instance then move that second player around or kick him and
there will be an open slot left.[[BR]]
If you start the game with that open slot you have 2 different bases or an
unwanted AI (2 slots if AI is disabled).
