 I have a campaign savegame attached that is good to test this issue.

 Enemy units are approaching from behind a rock. And lancers fire at them
 too early, even when enemy is not yet directly visible (maybe a fraction
 of a second earlier), missing with 100% probability. And it becomes a
 problem since lancers have a pretty long reloading time, and all lancer
 tanks see the enemy for the first time at least once, so all first shots
 miss.

 Probably it is a good idea to just add a little delay between seeing an
 enemy and firing (it will also be realistic).
