#1997: Repairing commander using repair unit doesn't work

Description:
When trying to repair a commander by selecting any number of repair units
first, and then ordering them to repair the commander by ALT+clicking on
him, nothing happens.
The repair tool icon does however appear when hovering over the commander
holding ALT.
