#2070: Partially covered rearming pads

I searched the tickets, but I couldn't really find anything relating to
this so hopefully its not a dupe. Anyway, I've experienced problems with
the VTOL Rearming pads, more specifically that they tend to be covered by
ground or so.
This has been experienced in both trunk and 2.3.3 and may range from a
corner being covered to the entire pad being covered (tho its still there
and clickable)
