#2083: Logical fps issues

 I tried lowering the logical fps to 2, and found a number of issues with
 how the logical/display fps split is done.

 * The drop-into-the-game animation on game start is run on logical fps.
 Should be display fps.
 * Weather animaion (eg rain) is also logical fps, should be display fps.
 * Droids turn rate depends on logical fps, should be fps independent.
 * Projectile fire delay also seems hung on logical fps in some way.
 * Missiles still hit more often when logical fps is low.
