#2085: Skirmish waiting for players- similar to multiplayer

If joining a multiplayer match, and you loose the connection to the host,
get kicked, or just leave, starting a skirmish game -any map and players-
causes the game to wait for players, even though there are no human
players to wait for.
This is an annoying issue can as of now only be prevented by restarting
warzone and then playing skirmish.
