#2160: Random units destroyed - no attacking units around

Create a bunch of cyborgs, and as the game goes on, they will just
randomly self-destruct. This also happens with tanks as well. Units that
seem to have full health just spontaneously combust for what appears to be
no reason at all. This can be everything from a weak cyborg to a dragon
tracks tank.
