#2303: Date in tool tips in game load screen doesn't follow locale settings

Tool tips for entries / slots in load game screen always use English, for
example shows "Sun Nov 7 16:47:46 2010" instead using month and day name
from selected / system locale.
By the way, why is that format so weird, with year at the end?
