#2380: Unfinished Repair Facility can recycle units

In SUB 1 7 (alpha 10 mission) I've started building Repair Facility and
then I've chosen units to be recycled and they went to that new facility
(still not finished) and were recycled (there was one more facility,
finished, but a few tiles further).
I've not tried to reproduce this.
