#2392: Damaged units forgets to go to repair after loading savegame

I have all units set to retreat at medium damage and if I save game when
damaged ones go to repair center then when I'll load that save game these
units will forget about going for repair and will return to their
commander (I don't know if this happens for unassigned units too, I'm
always using commanders).
