there are currently two bugs with flak vtol (at least if i understand it
correctly)
1) flak is not a versatile weapon but flak vtols fire at ground units
while on patrol and/or circle.
2) flak is researched in t3 games and you are able to build ground units
(e.g. mantis tracks flak) but not flak vtols
